AT&T Business TOBR and Transfer of Billing Responsibility Help
AT&T TOBR means Transfer of Billing Responsibility. It is used to move an eligible wireless line from one AT&T account to another AT&T account while staying on AT&T.
If you are leaving AT&T for another carrier, TOBR is not the right process. You need an AT&T Business Transfer PIN instead.
Before you start a TOBR, make sure you know which account is releasing the line and which account is accepting it. TOBR can affect billing responsibility, plan setup, features, and sometimes promotion eligibility.
Important before you contact me:
I work with AT&T Business wireless customers. If this is a business-to-business TOBR and you work with me, I can help move the process along.
If a personal or consumer account is involved, use AT&T’s online process directly at att.com/tobr.
Quick answer: TOBR is AT&T to AT&T

Before you start
- Past due balance: TOBR may fail until the account is current.
- Authority: the person starting the transfer should be authorized on the current account.
- Receiving account access: the person accepting the transfer needs access to the email or text used for the transfer request.
- Plans and promotions: bill credits, pricing, or plan features can change if the receiving account’s plan or eligibility changes.
- Eligible lines only: some lines or account situations may require extra review before the transfer can complete.
- Do not cancel early: do not disconnect the line before TOBR is fully completed.
How AT&T TOBR works
1) The current account starts the transfer
- Go to att.com/tobr and choose Start transfer.
- Sign in, choose the line or lines, and enter the email address for the person accepting the transfer.
- Submit the request. AT&T sends the acceptor a secure link to continue.
2) The new account accepts the transfer
- Open the AT&T email or text and choose Accept transfer.
- Sign in, confirm the line or lines, choose the plan and features, and accept the terms.
- Once both sides complete their steps, the line moves to the new AT&T account.
Common problems that slow TOBR down
- Transfer PIN confusion: Transfer PIN is for leaving AT&T. TOBR is AT&T to AT&T.
- Wrong email address: the acceptance link goes to the email entered during the transfer.
- Past due balance: account issues can block the process.
- Authorization problems: the person starting or accepting the transfer may not have the right account access.
