Transfer a Wireless Number Between AT&T Accounts (TOBR)
Transfer of Billing Responsibility (often called TOBR) is how you move a wireless number from one AT&T account owner to another while keeping the line on AT&T. This is for AT&T ➜ AT&T moves only.

When to Use TOBR
- Moving a number from one AT&T business account to another AT&T business account.
- Moving a number from a business account to an individual AT&T account (or vice-versa).
- Consolidating lines from multiple AT&T accounts into a single AT&T account.
Before You Start
- Account status: Lines on a past-due account can’t be transferred until the balance is current.
- Authority: The person initiating must be the current account owner/authorized rep; the acceptor must be able to own an AT&T account.
- Installments & commitments: Device installments and remaining commitments typically move with the line. Review how any promotional bill credits behave after the move—some promos may change or stop if plan/eligibility changes.
- Plans & features: The receiving account will choose plans/features during acceptance; pricing may differ from the original account.
- Possible checks/fees: The acceptor may have a credit check, deposit, or one-time charges.
What You’ll Need
- Initiator (current account): AT&T login, the line(s) to transfer, and the acceptor’s email address.
- Acceptor (new account): AT&T login (or create one), business or personal details, billing method, and agreement to assume charges going forward.
How the Transfer Works
1) Initiator steps
- Go to att.com/acctmgmt/tobr and select Start transfer.
- Sign in, choose the line(s), and enter the acceptor’s email address.
- Submit. AT&T sends the acceptor a secure link to continue.
2) Acceptor steps
- Open the AT&T email/text and click Accept transfer.
- Sign in (or create an account), confirm line(s), select plan/features, and accept terms.
- Complete acceptance. The line moves after both sides finish.
Common Pitfalls to Avoid
- Requesting a Number Transfer PIN: Not needed for TOBR (that PIN is only for switching to another carrier).
- Disconnecting first: Don’t cancel the line—keep it active until the transfer completes.
- Overlooking promos: Verify how installment credits/discounts behave after the move.
- Past-due balances: Bring the account current before initiating.
